February 20, 2003 Greg and Kathy Karr 2919 Arthur Street NE Minneapolis, MN 55418 Re: Cease and Desist City of Pequot Lakes Dear Mr. and Mrs. Karr, In May of 2002 you received a permit to construct a garage on your property in the City of Pequot Lakes. Your plans show a 28-foot by 48-foot garage with a storage loft above. The permit was approved because this proposed use and layout met our Ordinance. We have enclosed your submitted plans for you to review and compare to what has actually be constructed. It is apparent from viewing the exterior of your building from the road that it does not meet the plans that you submitted. Further, it appears that the structure is not intended to be used for storage but in fact is intended to contain habitable space. At this time, your permit has been suspended. You must cease and desist all further construction activities. You must amend your permit to show your new layout before we can consider reinstating your permit. Further, we want to reiterate the local ordinance and state law regarding guest dwellings on lake lots. Your property is legally only large enough for one dwelling. You already have one principle dwelling established. Due to that fact, any other structures on the property—including this garage- may not be inhabited at any time. They are for storage only and may not contain sleeping areas, bathroom areas or kitchen areas. You assured us at the time we issued the permit that the structure was for storage only. From the road, this structure does not appear to be for storage only. This issue will also need to be reconciled prior the City reinstating your permit.
