MOTION CARRIED 5- <br />0. <br />COUNCIL MEMBER RYAN MOVED TO NOT PROCEED WITH THE <br />WILDLIFE TRAIL PROJECT. COUNCIL MEMBER AKERSON <br />SECONDED THE MOTION. MOTION CARRIED 5-0. <br />11.2. Government Drive Discussion <br />Tim Houle presented a proposal for engineering services for the public <br />inpuUpreliminary layout phase of the proposed Government Drive project. <br />COUNCIL MEMBER MALECHA MOVED TO ENTER INTO THE <br />AGREEMENT WITH WSN FOR GOVERNMENT DRIVE. COUNCIL <br />MEMBER SJOBLAD SECONDED THE MOTION. <br />Tim Houle explained what the proposal included. He also stated that a <br />very rough estimate of the entire project is in the 1.5 million dollar range. <br />Mike Loven suggested that the costs of the design phase be allocated to <br />each specific department. <br />Council Member Ryan stated that he has a problem with the process in <br />that the City has not formulated a decision to get to this point of the <br />project. He suggested that the Council hold a work session to decide the <br />scope of the project which would save money on the public process. He <br />further suggested that City staff could do some of the items listed in the <br />engineering proposal in order to save money. <br />Mayor Adams indicated that she does not want to forego the public <br />process. Council Member Sjoblad stated that it may be better to be farther <br />along in the design phase before going to the public. <br />Council Member Ryan questioned if the downtown plan is approved or not <br />approved and whether or not it is part of the Government Drive plan. He <br />suggested that he would prefer to fix other existing problems with the <br />money rather than do this large project. <br />ROLL CALL VOTE — COUNCIL MEMBER AKERSON — NAY; COUNCIL <br />MEMBER MALECHA — AYE; COUNCIL MEMBER RYAN — NAY; <br />COUNCIL MEMBER SJOBLAD — AYE; MAYOR ADAMS — AYE. <br />MOTION CARRIED 3-2. <br />� 12.
