There was discussion regarding the qualifications and availability of the grant. <br /> One site was that was suggested for the grant was a building thought to be <br /> owned by Mr. James Gammello. This building is very much an eyesore. It <br /> was decided that this is not a Planning& Zoning decision and that Mr. <br /> Gammello should be notified regarding the condition of the building. <br /> The condemnation of the property located at Gravdahl & County Road 112 <br /> was discussed. A list of violations found by the State Fire Marshall were <br /> presented. <br /> BRUNES ROYCE DEVELOPMENT <br /> F. Martinson asked the City Clerk to inform them of the conversation she had <br /> with the attorney that is representing Brunes Royce. <br /> The City Clerk explained that the attorney is trying very hard to find "free <br /> money" and is not succeeding. It has been ruled out for the Whalen's to <br /> receive Tax Increment Financing. The Clerk mentioned that the property <br /> value has increased in value and that the numbers do not work out to qualify <br /> for TIF. <br /> She continued to add that the entire infrastructure; road, sewer, storm sewer <br /> and water is being estimated at over one million dollars. It was explained that <br /> the developers should pay half and the other half should be paid by the City. <br /> If this were to be assessed, half of the cost would be about $25,000.00 per <br /> lot. <br /> A suggestion was made by the City Clerk to override the attorney and assess <br /> the roads and try to bond for the sewer and water, on a revenue bond, based <br /> on the fact that the commercial entities would be large water and sewer <br /> customers. <br /> The Commission agreed with the City Clerk and asked her to convey this to <br /> the City Council. <br />
