Present:Cheri Seils,Marty Nelson,Karl Moon,Craig Nagel,Barb Sjoblad,Dennis Slayton,Cathy Malecha <br /> Absent:Gary Gunderson <br /> Meeting called to order by Chairperson,Craig Nagel <br /> APPLICANT: <br /> Scott Pederson <br /> 3823 County Road 17,Pequot Lakes,Minnesota 56472 (TAPE 103) <br /> PURPOSE OF REQUEST: <br /> To divide property into two parcels. <br /> Staff report(included) <br /> Mr.Pederson agreed with staff report,no response from the public. <br /> Dennis Slayton added conditions if approved:Contingent approval upon the proposed legal description of <br /> land by metes and bounds prepared and certified by a Registered Land Surveyor and the signature of the <br /> Planning and Zoning Chair,and recorded prior to the transfer of ownership. <br /> JONI TULENCHIK,3975 3rd Ave. S.W.Pine River,Minnesota asked the board why Pequot Lakes was <br /> notified(Field of Dreams). Clerk replied we have records of only the addresses of the Sibley Township <br /> residents,which she used and published the notice in the paper for everyone else. <br /> Karl Moon made a motion to Recommend to the Sibley Board of Supervisors to grant the request to Mr. <br /> Pederson to divide his property with the conditions set forth by the Zoning Administrator. Mark Hallen <br /> seconded the motions,Discussion followed,all ayes,motion carried. <br /> When all the paperwork is completed on Mr.Pederson's property,he would like the zoning returned to <br /> Waterfront Commercial,this is what is was before we changed the zoning map and have it as Residential. <br /> It is a campground facility and should have been designated as Waterfront Commercial. <br /> ORDINANCE-UNLICENSED VEHICLES—Section 70-030 Sibley Ordinance for Refuse,Weeds and Junk <br /> Cars.(TAPE 103) <br /> Staff notes(included) <br /> Abandoned vehicle-passenger vehicle and trucks in an inoperative state due to age,damage,or <br /> malfunction shall not be parked outside in residential districts for a period exceeding 7 days,inoperative <br /> shall mean incapable of movement under its own power and in need of repair or junking,and shall include <br /> vehicles incapable of legal movement on public roads. <br /> A motion was made by Karl Moon TO MAKE A RECOMMENDATION TO THE SIBLEY TOWNSHIP <br /> BOARD to accept the staff proposal to amend the ordinance to state: <br /> Residential District—o abandoned vehicles <br /> Industrial,Waterfront Commercial,Commercial—1 abandoned vehicle <br /> Rural Residential District—2 abandoned vehicles <br /> Forestry District,Agriculture—3 abandoned vehicles <br /> Motion seconed by Cheri Seils,voice vote,Cheri Seils,aye,Marty Nelson,aye,Karl Moon aye,Barb <br /> Sjoblad,aye,Mark Hallen nay,motion carried. <br /> Keith Pohl and Dan Ecklund from SWCD were present to discuss Wetland Conservation for Sibley <br /> Township. The discussion centered around how Sibley Township wanted to handle Shoreland Activity in <br /> the township. Crow Wing County does their own. <br /> Recommendations were:Continue with SWCD for paperwork,knowledge and legwork <br /> Plus-another Board making land use decisions <br /> Adopt State Statute into our Ordinance with SWCD help <br /> First-Informal discussion meetings(two—one hour meetings) <br /> a. Law <br /> b. How we think it would work in Sibley Township <br /> c. If we want in our Ordinance <br /> 1. How to run it efficiently <br /> 2. Contract with SWCD(formal contract with SWCD) <br />
