PEQUOT LAKES AND SIBLEY TOWNSHIP <br /> PLANNING COMMISSION MEETING <br /> APRIL 18,2002 <br /> SIBLEY TOWNSHIP HALL <br /> Chairperson,Craig Nagel,called the meeting to order at 6:30 P.M.with the Pledge of Allegiance. <br /> Present:Dawn Bittner,John Derksen,Cheri Seils,Joe Dotty,Bill Habein,Charles Marohn,Tom <br /> Woog,Craig Nagel,Dennis Slayton,Mark Hallen,Martin Nelson,Dona Trenkenschuh,Mary <br /> Pfeiffer,Barb Sjoblad(came in while meeting was in progress) <br /> Applicant Robert Rickard <br /> 5804 25th Avenue S.W. <br /> Pequot Lakes,Minnesota 56472 <br /> Mr.Rickard was present for a conditional use permit to construct a building for a RV business <br /> On his property. <br /> Staff comments were given by Dennis Slayton,Sibley Township,Zoning Administrator(see copy <br /> Included)Comments state that all the proper information was not available at this time. <br /> Ken Larson,Mn Dot representative,was present. He stated that there were some entrance and <br /> utility issues to be addressed. He stated no permit would be given for driveway until all conditions <br /> were worked out. There was an agreement between Dotty Construction to share a driveway to the <br /> North side of the parceL The entrance would be 650 ft North of Blueberry Lane,32 ft maximum <br /> width with a 35 ft radius. MnDot would draw according to Specifications for the construction of a <br /> two-lane entrance,culvert needed.Time between Conditional Use Permit issued and actual building <br /> used for business-a temporary entrance could be used for equipment use. The building could not be <br /> used for business until the entrance and entry lane is completed according to MnDot Specification. <br /> This being a safety issue. <br /> Joe Dotty removed himself from discussion due to business relations with applicant. <br /> Mr.Hardy presented his time frame for construction of the business and stated that additional time <br /> would be a hardship to the start up of the business. <br /> The question was raised concerning a retail store in that location,because a retail store would be <br /> covered in the 371 Corridor Ordinance. Mr.Hardy stated that they would be selling parts etc.for <br /> the motor homes. <br /> After discussion it was suggested possibly obtaining a building permit over the counter without the <br /> conditional use,if the CUP permit would be postponed. <br /> Cheri Seils made a motion to postpone the application for a CUP permit until May 16,2002,noting <br /> that postponing the hearing does not guarantee the granting of the CUP at a later date.
