MINUTES <br /> PEQUOT LAKES PLANNING AND ZONING COMMISSION <br /> DECEMBER 18, 2003 <br /> PRESENT: Bill Habein, Marty Nelson, Karl Moon, and Tom Woog. Absent: Joe <br /> Dotty, Mark Hallan, and John Derksen. <br /> PLANNING AND ZONING ADMINISTRATOR: Charles Marohn,. <br /> The meeting was called to order at 6:39 p.m. by Tom Woog, Chairman. <br /> APPLICANT: Karen Ettesvold. <br /> Applicant requests to rezone from Medium Density Residential to Exempt <br /> Commercial. <br /> Applicant was present. Karen Ettesvold, 4178 West Sibley Street, Pequot Lakes. <br /> Mr. Marohn explained his Staff Report. Mr. Moon reiterated Mr. Derksen's <br /> comments in the past that this area is residential and should not be rezoned to <br /> commercial uses. The proposed Future Land Use Map describes this area as a <br /> downtown mixed use, allowing residential and commercial uses. Mr. Marohn <br /> explained that the property values in this area are higher than the structures and <br /> over time, will redevelop with pedestrian friendly environment with both <br /> residential and commercial uses. <br /> Ms. Ettesvold stated that she is not making the entire structure into a business, <br /> only part of it. Mr. Marohn had not been made aware of this. Ms. Ettesvold <br /> would need a Conditional Use Permit rather than rezone. Residential use is not <br /> allowed in the Exempt Commercial district. <br /> The Commission advised Ms. Ettesvold that a rezone would be the wrong <br /> direction to pursue, that a Conditional Use Permit would be needed to operate <br /> her business from her home, and that this would not affect the upcoming sale. <br /> She was given a copy of the Home Occupation requirements. Ms. Ettesvold will <br /> meet with Mr. Marohn prior to the next meeting. <br /> A motion was made by Karl Moon, seconded by Marty Nelson, to table this <br /> application until the next meeting. All members voted "aye". Motion carried. <br /> APPLICANT: Pequot Lakes Baptist Church. <br />
