021290 Planning Commission Letter <br /> February 18,2003 <br /> Page 4 of 5 <br /> Item 10—Lot 6,Block Two, is buildable, as it has 2.05 acres of land area with slopes less than <br /> 12% and has 3.57 total acres. A 2.05-acre site provides a very generous building area when <br /> considering that the sloped portions of the lot create natural drainage running on the line <br /> common to Lots 5 and 6. A drainage easement would be incorporated in the final plat to address <br /> any concern in this regard. Care must be taken during design and construction to address <br /> drainage and erosion control measures. This lot meets or exceeds the lot size standards of <br /> Section 60-040. <br /> • <br /> Item 11—We have noted the soils types on the submitted plat and also noted that they are <br /> reported to be"very suitable" for septic tank and drainfield applications based on the Crow Wing <br /> County Soils Survey Publication. In addition, field evaluations for soils in regard to treatment <br /> areas were completed for each lot and made part of the original 10/17/02 application,when the <br /> submission was deemed "complete" on October 24,2002. It has been our opinion that adequate <br /> soils information was presented to demonstrate that all of the lots have adequate sewage <br /> treatment capabilities. <br /> Item 12 and Item 13—Regarding the roads and the reference made to plans, including the City <br /> Engineer's letter dated November 22, 2003,these comments were based on the original plan <br /> submitted (dated 9/24/02)and is not the correct or current information to be responding to or <br /> commenting on. We,therefore, respectfully request that any reference to these items be removed <br /> at this time considering we have not been allowed the benefit of providing the correct <br /> information based on the 11/25/02 preliminary plat you are currently acting on. In addition, we <br /> have never been provided copies of the City Engineer's November report to comment on. <br /> I think it is important to understand the sequence of events that have lead to the current plan and <br /> other drawings referred to. The original 10/17/02 preliminary plat was submitted in October <br /> with soils information and road plans. The application in the-submittal was received and deemed <br /> complete based on correspondence from the City dated October 24,2002. The first public <br /> hearing was scheduled for December 2, 2002. Prior to the public hearing,MnDOT responded to <br /> the two road entrances on the plat.-They noted only one entrance would be approved, and <br /> through discussions with them it was determined the Southerly entrance was the preferred <br /> location. Pursuant to verbal communications with Mr. Marohn;we revised the plat and <br /> resubmitted the new lot and road layout with the plans,you are-currently reviewing(dated <br /> 11/25/02); however we have not revised the road plan. These plans were submitted to the City <br /> on this same date for the December 2nd public hearing.. • <br /> Further, regarding the road, a meeting was held by Mr. Marohn on January 29, 2003 at 12:30 <br /> p.m. with the developer,their representatives, and representatives from MnDOT. This meeting <br /> was to discuss the plan entrance and future Highway 371 corridor alignment. It was noted by the <br /> MnDOT representatives that an entrance permit would likely be issued at the current proposed <br /> location, or one approximately 300 feet to the North(near the line common to Lots 1 and 2, <br /> Block Two)which could significantly change the present slope and grading requirements for the <br /> road, We were advised by Mr. Marohn not to spend any time with a redesign at this time, as it <br /> out n <br /> of be of issue. <br />
