Pequot Lakes - Small Cities Development Program (SCDP) Discussion <br /> Thursday, February 19, 2009 <br /> 8:30AM Pequot Lakes City Hall <br /> Meeting Minutes <br /> Attendees: Sandy Peine, City of Pequot Lakes <br /> Mike Loven, City of Pequot Lakes <br /> Charles Marohn, Community Growth Institute (CGI) <br /> Mike Ruud, Widseth Smith Nolting and Associates, Inc. (WSN) <br /> Sheila Haverkamp, Brainerd Lakes Area Development Corporation (BLADC) <br /> Elissa Rogers, BLADC <br /> Small Cities Development Program Overview — BLADC reviewed the funding program along with its <br /> three federal objectives which are as follows: <br /> 1. To benefit low and moderate income individuals <br /> 2. To eliminate slum and blight conditions <br /> 3. To eliminate an urgent public threat to public health or safety <br /> Timeline Review — BLADC reviewed the timeline for structuring, coordinating, and submitting a SCDP <br /> application. If Pequot Lakes decides to submit a pre-application it is due in September of 2009. <br /> Eligible Projects and Example— BLADC shared the various types of eligible projects and discussed the <br /> Cuyuna Range project as an example of how the SCDP is utilized and funding could be formulated. <br /> Potential Pequot Lakes Project Discussion — BLADC and the group briefly discussed the main 5 project <br /> areas/ideas that have been discussed to this date for a Pequot Lakes SCDP Application. The 5 areas/ideas <br /> are as follows: <br /> 1. Beginning to implement the Downtown Plan and the "Grow Zone" <br /> 2. Utility project, drainage issue of Government Drive in Downtown <br /> 3. Commercial Rehabilitation in Downtown on the West and East side of 371 <br /> 4. Rental Housing Rehabilitation <br /> 5. Owner Occupied Housing Rehabilitation <br /> After discussing the 5 areas / ideas above the group identified a project area and had an open discussion / <br /> brainstorming session on all potential needs in the area defined. The brainstorming notes are as follows: <br /> 4 Block N/S of CR 11 and 2 Block S of CR 11 along Government Drive <br /> (+ 1 block North expansion—discussed and deleted) <br /> Utility needs $1,400,000 - $200,000 <br /> Storm water <br /> Water pipe replacements— undersized 6" pipes from the 60's <br /> Roadway— narrow curb and gutter <br /> Parking <br /> + Alleyway 1200sf * $100/sf= $120,000 - $50,000 <br /> Sanitary sewer upgrade needed? No <br /> 2 out of 4 blocks improved — need to improve all to create and make them work together <br /> Streetscaping and landscaping <br /> Wide sidewalks <br /> Pedestrian crossings <br />
