Economic Development Commission Minutes
June 15, 2010
Chuck questioned what the Economic Development Commission is looking at in the
Comp Plan document. He stated that if it is it simply land use, we are not covering the
breadth of what goes on in the city such as infrastructure. He stated it is important for the
Planning Commission to tie everything together. One of the gaps that they have
continually found is the economic development strategy of the city, and especially with
business subsidy.
Mayor Adams stated that it was her understanding that the Planning Commission
discussed the financial incentives and felt that they did not belong in the Comp Plan and
further that there was strong disagreement against the five points in the Comp Plan
relating to business subsidy. The Mayor noted that she did not understand why this issue
is being discussed again when both the Planning Commission and Economic
Development Commission have stated that they do not feel that business subsidy should
be a part of the Comp Plan and would fit better in a Business Subsidy Policy.
Patrick Smith stated that he does not feel the Planning Commission should lay out the
criteria under which the political organization will make the decision.
4. City Business Subsidy Plan
Sheila Haverkamp reviewed economic development financing overview that was
discussed at the last Economic Development Commission.
Discussion pursued about how detailed the City wants its business subsidy policy to be.
Sheila noted that a less restrictive policy allows a city to work with the company and
allows local units of government to make decisions specific to the requests.
It was the consensus of the Economic Development Commission to begin reviewing the
existing Business Subsidy Plan at the next EDC meeting.
5. Next Meeting Date - July 20
Items to discuss at the July 20th meeting:
• Business Subsidy Study
• Mayor Adams to bring the list that has been at the Library (types of businesses
requested in the City of Pequot Lakes)
6.
