MINUTES <br /> ECONOMIC DEVELOPMENT COMMITTEE <br /> JUNE 15,2010 <br /> MEMBERS PRESENT: Cindy Rieck, Ed Larsen, Pat Smith; and Justin Bolz- <br /> Andolshek <br /> MEMBERS ABSENT: Mark Jurchen <br /> ALSO PRESENT: Mayor Nancy Adams; Sandy Peine, City Clerk; Sheila Haverkamp, <br /> BLADC; Dawn Bittner, Zoning Administrator; and Chuck <br /> Marohn, City Planner <br /> 1. Call Meeting to Order <br /> The meeting was called to order by Chair Larsen at 8:00 a.m. <br /> 2. Approval of Minutes <br /> CINDY RIECK MOVED TO APPROVE THE 5/18/10 EDC MINUTES. PATRICK <br /> SMITH SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> Justin Bolz-Andolshek read his letter of resignation. <br /> 3. Comprehensive Plan Update <br /> Chuck Marohn stated that he wanted to ensure that the Planning Commission and <br /> Economic Development Commission were on the same page in regard to referencing tax <br /> increment incentives in the Comp Plan. Chuck stated that the Business Subsidy Policy <br /> refers to the Comp Plan and during the process of business subsidy application, the <br /> Planning Commission is asked to render an opinion. Sheila Haverkamp noted that the <br /> Planning Commission is not being asked to support the funding tool, but to consider the <br /> project and determine if it meets the needs of the Community. <br /> Chuck Marohn stated that the Business Subsidy Policy provides very little guidance. The <br /> Mayor noted that the EDC is in the process of updating the Business Subsidy Policy. <br /> Sheila stated that it is very difficult to have too many specifics in tax subsidy guidelines <br /> as the rules will not fit all requests for subsidy. Sheila stated that current language in the <br /> Comp Plan would not have allowed subsidy for the Grocery Store. She stated that to set <br /> up a policy that conflicts with what the City Council recently voted for seems counter <br /> productive. <br /> Ed Larsen stated that having too many tax subsidy guidelines does not work. He noted <br /> that the subsidy issue should be left up to the political bodies and the Planning <br /> Commission should not be involved with funding. Patrick Smith concurred. <br />
