5. The City will serve as a conduit for local businesses to take advantage of State programs that <br /> `-- can help leverage capital. <br /> 6. The City will consider participation in the costs of redevelopment through the use of tax <br /> increment financing and other similar programs only if it would not occur without assistance. <br /> 7. The City recognizes the trend toward home-based businesses and will strive to minimize <br /> barriers to their establishment and expansion,provided they are compatible with the <br /> surrounding residential character. <br /> 8. To support development and retention of a broad range of business,the City will continually <br /> compile and coordinate information about land availability, demographics, employment, and <br /> work force. <br /> BROAD EMPLOYMENT OPPORTUNITIES <br /> Goals <br /> 1. To support broad employment opportunities for all residents of the City. <br /> 2. To support the development of a work force that has the skills needed to meet existing <br /> business needs. <br /> `., 3. To promote employment opportunities that relate to regional, state,national and international <br /> economies. <br /> Policies <br /> 1. The City will encourage networking with local civic and service organizations and <br /> educational institutions to provide access to information on employment opportunities, <br /> vocational and job-skills training. <br /> 2. Recognizing that not all employees will live in Eagan, the City will strive to provide a <br /> complete network of roads and public transit service to link employees to employers. <br /> 3.
