II. ECONOMIC DEVELOPMENT GOALS <br /> The Economic Development Commission has adopted a vision statement for economic <br /> development in Eagan as follows: <br /> Vision - To foster a strong and diverse tax base, broad employment opportunities, <br /> appropriate services, a high quality of life and an attractive City image. <br /> GOALS AND POLICIES <br /> DIVERSE TAX BASE <br /> Goals <br /> 1. To encourage a broad range of businesses in terms of size,type and market emphasis to <br /> protect the community against economic cycles. <br /> 2. To be proactive and responsive to economic development opportunities. <br /> 3. To foster businesses that produce goods and services for regional, statewide, national and <br /> international markets. <br /> 4. To take reasonable actions to allow for ample land designated for industrial and commercial <br /> ventures. <br /> 5. To reasonably protect land values through public investment in infrastructure, services, and <br /> code enforcement. <br /> 6. To cooperate with other entities in the development of venture capital and access to capital <br /> for business development and retention. <br /> Policies <br /> 1. The City will monitor the existing business environment to identify potential industrial <br /> growth sectors. <br /> 2. As the City approaches full development,the city should continue to look for redevelopment <br /> opportunities in areas where existing uses are obsolete, underutilized or inappropriately <br /> located. <br /> 3. The City will strive to retain, expand and diversify retail and service opportunities for Eagan <br /> residents, employees, and businesses. <br /> 4.
