REQUEST FOR UTILITY BILL CREDIT TO HUNGRY LOON CAFE Council Member Akerson stated that he thought the City had solved the brown water problem. He questioned the cause of the brown water, how far of an area it encompassed, and how long it lasted. Council Member Gardner stated that he also experienced brown water again. COUNCIL MEMBER AKERSON MOVED TO ISSUE A UTILITY BILL CREDIT TO THE HUNGRY LOON CAFE IN THE AMOUNT OF $100.92 FOR WATER AND $130.79 FOR SEWER. COUNCIL MEMBER GARDNER SECONDED THE MOTION. MOTION CARRIED 5-0. 4. Open Forum There was no one present for Open Forum. 5. Presentations � 5.1. Urban-Rural Taxinq District Ordinance Bruce Peterson, 31407 Front Street, questioned the 3-minute talking rule which was used during the urban and rural taxing public hearing. The Mayor explained it is a rule that the Council has followed for several years. Mr. Peterson also questioned whether the Council had discussed the time period of a one-year phase-in for the urban and rural taxing districts. Mayor Adams stated that the Council had discussed the issue at a previous Council meeting. Mayor Adams read Council report which explained the process the Council has followed regarding the urban and rural taxing district issue. Mayor Adams asked for discussion among the Council Members on this issue. Council Member Gardner stated that he has discussed the issue with people from both the urban and rural service districts. He noted that he understands both sides. He stated he is in favor of equalizing the taxes but does not want to do it in a time period that would be less than three years. Council Member Sjoblad stated he concurred with Council Member � Gardner. He empathizes with residents in both the urban and rural service
