REQUEST FOR UTILITY BILL CREDIT TO HUNGRY LOON <br />CAFE <br />Council Member Akerson stated that he thought the City had solved <br />the brown water problem. He questioned the cause of the brown <br />water, how far of an area it encompassed, and how long it lasted. <br />Council Member Gardner stated that he also experienced brown <br />water again. <br />COUNCIL MEMBER AKERSON MOVED TO ISSUE A UTILITY <br />BILL CREDIT TO THE HUNGRY LOON CAFE IN THE AMOUNT <br />OF $100.92 FOR WATER AND $130.79 FOR SEWER. COUNCIL <br />MEMBER GARDNER SECONDED THE MOTION. MOTION <br />CARRIED 5-0. <br />4. Open Forum <br />There was no one present for Open Forum. <br />5. Presentations <br />� 5.1. Urban-Rural Taxinq District Ordinance <br />Bruce Peterson, 31407 Front Street, questioned the 3-minute talking rule <br />which was used during the urban and rural taxing public hearing. The <br />Mayor explained it is a rule that the Council has followed for several years. <br />Mr. Peterson also questioned whether the Council had discussed the time <br />period of a one-year phase-in for the urban and rural taxing districts. <br />Mayor Adams stated that the Council had discussed the issue at a <br />previous Council meeting. <br />Mayor Adams read Council report which explained the process the <br />Council has followed regarding the urban and rural taxing district issue. <br />Mayor Adams asked for discussion among the Council Members on this <br />issue. <br />Council Member Gardner stated that he has discussed the issue with <br />people from both the urban and rural service districts. He noted that he <br />understands both sides. He stated he is in favor of equalizing the taxes <br />but does not want to do it in a time period that would be less than three <br />years. <br />Council Member Sjoblad stated he concurred with Council Member <br />� Gardner. He empathizes with residents in both the urban and rural service <br />
