RESOLUTION 13-14 AUTHORIZING THE INSTALLATION OF A <br />YIELD SIGN AT THE INTERSECTION OF EVERGREEN POINT <br />AND EVERGREEN LANE <br />COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION <br />CARRIED 5-0. <br />4. Open Forum <br />Jack Schmidt, Pequot Lakes resident, raised the following issues: police <br />budget, fine money, urban-rural taxing district, and notification of residents <br />when a commercial building is being constructed. <br />5. Presentations <br />5.1. Urban Rural Taxinq District Recommendation from EDC <br />Mark Jurchen, EDC Chair, presented the background regarding the <br />differential of the city taxes in the urban and rural districts. He noted that <br />the two districts were formed at the time of the friendly annexation of <br />Sibley Township and Pequot Lakes in 2002. The urban district, which is <br />�, the original Pequot Lakes City and the commercial properties, are paying <br />a 50% higher city tax rate than the properties in the urban district. He <br />explained that this is due to a condition of the annexation agreement. <br />Mark Jurchen gave some examples of the tax impacts that the properties <br />in the rural districts will realize if the urban and rural districts are <br />equalized. <br />Mark Jurchen explained that the EDC looked at the services provided in <br />both districts and felt that the services are very similar. He noted that the <br />EDC reviewed the report prepared by Springsted which showed a six-year <br />phase-in of the rural tax district to that of the urban district. He explained <br />that after review of the six-year phase in, the EDC is recommending that <br />the phase-in period be one to three years. <br />Council discussion took place regarding the length of time of the phase-in <br />period. <br />COUNCIL MEMBER SJOBLAD MOVED TO REPEAL THE DIVISION OF <br />THE CITY INTO AN URBAN SERVICE DISTRICT AND A RURAL <br />SERVICE DISTRICT CAUSING THE RURAL SERVICE DISTRICT TO <br />BE EQUALIZED TO THAT OF THE URBAN DISTRICT OVER A <br />PERIOD OF 3 YEARS. COUNCIL MEMBER AKERSON SECONDED <br />THE MOTION. <br />._._ <br />
