City Enqineer Report - Verbal <br />Tim Houle noted that the Government Drive project will be closed out as <br />soon as the snow melts. He noted that the Township has approved the <br />design concept for Nelson Road and that this would possibly be done in <br />2014. Tim Houle questioned whether the Council would like him to present <br />a proposal on Washington Street based on the Planning Commission's <br />concept. The Council concurred that a proposal should be presented at <br />the May City Council meeting. Tim Houle informed the Council that he <br />would be available, if needed, to assist the City with the turn-backs related <br />to the Highway 371 project. Tim gave an updated on the legislative <br />proposal for street maintenance districts. <br />10.1. Ordinance Amendment Regulatinq the Keeping of Doqs <br />The City Clerk stated that the proposed amendment to the Dog Ordinance <br />is being made to allow the City to require payment from owners who <br />refuse to pick up and pay for their animal from the animal pound. <br />� <br />MAYOR ADAMS MOVED TO ADOPT ORDINANCE 13-03; SECOND <br />SERIES, AMENDING CHAPTER 9, ARTICLE 2 OF THE CITY CODE <br />RELATING TO LICENSING AND REGULATING THE KEEPING OF <br />DOGS. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. <br />MOTION CARRIED 5-0. <br />10.2. Urban-Rural Taxinq Districts Study <br />Mark Jurchen explained that the EDC is in the process of studying the <br />differential in the urban and rural taxing districts. He noted that the EDC <br />has requested assistance in finding the impact that combining the tax <br />districts would have on properties in the City. Springsted is proposing to <br />charge $1,500 for this service. <br />The Clerk stated that the EDC does not have a budget for consultants <br />other than BLAEDC. She recommended that the Council consider using <br />the Council Contingency for this purpose. <br />COUNCIL MEMBER AKERSON MOVED TO AUTHORIZE <br />SPRINGSTED TO ASSIST THE EDC IN THE STUDY OF THE URBAN <br />AND RURAL TAXING DISTRICTS AT $1,500 AS STATED IN THE <br />PROPOSAL WITH FUNDING TO COME FROM THE COUNCIL <br />`. <br />� <br />
