TEP Minutes <br /> October 4,2005 <br /> Members Present: Keith Pohl(SWCD), Dan Steward(BWSR), Mike North(DNR), <br /> Chuck Kauppi(CWC Enforcement) <br /> Others Present: Leo Grabowski(Corp of Engineers), John Overland(BWSR), Julie <br /> Weitzel(SWCD), Chris Robinson(Askegaard&Robinson, PA),Allan Andres, Don <br /> Andres, Gary Andres, Frank Svoboda(SER), Dan Tix(SER), Bob Bohm(WSN), John <br /> Sullivan(Navillus Land Co), Mike Sullivan(Navillus Land Co), Matt Vollbrecht <br /> (Westwood Professional Services), LisaBeth Barajas(CGI), Dennis Close, Mark Ronnei <br /> (Grandview Golf Course), Loren Wickham(City of Nisswa), Trevor Walter(City of <br /> Baxter), Greg Wagner(City of Baxter) <br /> Others Absent: Jeff Hrubes(PCA) <br /> Meeting began at 9:05 a.m. <br /> Paul and Valerie Dwight, Dawn Bittner and LisaBeth Barajas entered the meeting at <br /> 10:38 a.m. Keith presented the history of the project,including the 7,351 square feet of <br /> fill brought in on this property by previous owners. Paul and Valerie explained that they <br /> reinforced the existing walls for safety reasons and to eliminate parking on the one-lane <br /> road. The Dwight's would like to put a holding tank septic system in. The TEP agreed <br /> that 1:1 replacement is not adequate,and that the Cass County ordinance replacement <br /> formula could be used to derive the replacement ratio. Keith reported that the City of <br /> Pequot Lakes will make the ultimate decision and can be more restrictive than the TEP's <br /> recommendation. The TEP believes that the first two conditions of sequencing have been <br /> met. <br /> There was a motion by Mike North, seconded by Dan Steward,to table this project until <br /> November to further assess the replacement ratio,to ensure that Bank credits are <br /> available, and to ensure that wetland functions and values are replaced to the fullest. <br /> All affirmative, none opposed. Motion carried. <br /> Keith reported that the Dwight's will be on the TEP agenda at 9:00 am. on November 1, <br /> 2005. <br /> Dawn, LisaBeth, Dan and Valerie left the meeting at 11:08 a.m. <br />
