11-9-05
To whom it may concern-
As an adjacent landowner roughly 100 feet from the proposed gravel plant, I am against the
proposed Conditional Use Permit(CUP)by Anderson Brothers to use Parcel ID
#29027300000009 for a gravel plant, crushing/washing location, asphalt plant and concrete plant.
I strongly believe the CUP should be denied for the following reasons:
1. Power drives and power producing machinery will be located within 1,000 feet of a
residential district, which violates a zoning ordinance.
2. The property is zoned Forest Management, and does not include the activity of rock
crushing and washing as a permitted activity.
3. An asphalt plant, concrete plant and aggregate sales outlet are not listed as potential use
options under the Forest Management zoning ordinances.
Those are the black-and-white, legal reasons to deny the CUP. There are also several quality of
life reasons to deny it:
4. Having the sound, odor and potential ground water contamination of a plant located in the
heart of residential lake country(and at the literal gateway to the city of Pequot Lakes) is
ALMOST as offensive as it is unnecessary. Gravel/asphalt and concrete plants should be
located where they minimize impacts to the fewest people as possible, not maximize
them to an ever-growing number of people.
5. The section of Hwy 371 that the proposed access road intersects is already very busy
and, at times, dangerous. Adding an uncontrolled intersection for up to 50 continuously-
hauling trucks, even with a turn lane, only exacerbates the problem. That kind and
frequency of heavy equipment hauling should access Hwy 371 at a controlled
intersection.
6. There are currently two locations within the city of Pequot Lakes that might potentially
allow a gravel pit/asphalt plant, and one of them already has a small gravel operation on
it.What possible benefit, other than to Anderson Bros., is there to add a second location?
None!
Thank you for your consideration of these points.
Sincerely,
John Sandberg
