Cost in <br /> excess of$9mm. Local match$6.5-7mm. <br /> vi. In the past federal project we received $2-3 mm in earmarks <br /> h. Comments from Ken Hasskamp and Melissa Samuelson: <br /> i. All of these projects are worthwhile projects and Congressman <br /> Oberstar supports these projects. <br /> ii. There is nothing wrong with a big wishlist; an election is coming <br /> up in two months. Congressman Oberstar and Senator Obama are <br /> proposing a huge infusion of funds for transportation. Senator <br /> McCain is going to veto everything with earmarks but it could still <br /> pass through the House and Senate. <br /> iii. Have projects ready to go with good numbers and you'll be <br /> surprised what we can get—more optimistic than pessimistic. <br /> iv. Congressman proposing a$2BB federal rural roads project(MN <br /> would receive about 2% of the $2BB as well as entire <br /> transportation bill) for communities with less than 50,000 people. <br /> He wants scope of next transportation bill to be much larger—up <br /> to $500BB. <br /> v. Final plans will depend on the next administration. <br /> vi. Our area didn't fare as well in the last transportation bill and they <br /> hope that changes in the next bill. <br /> vii. Two largest projects in the last SAFET-LU bill—Highway 53 and <br /> St. Paul Depot- $50 MM for Highway 53. <br /> viii. Challenge is incredible—how do raise the money to fund what the <br /> needs are? A study showed that a 40 cent/gallon gas tax was <br /> needed to fund current needs. <br /> i. Process for applying for funds <br /> i. Submit long form and short form—short form goes before full <br /> committee; long form held to answer questions on projects by <br /> Oberstar's office. Forms available in January or February of next <br /> year for earmarked projects. Work with county engineer to fill out <br /> appropriate information. <br /> ii. Inclusion in 2009 new transportation bill—work with Mn/DOT to <br /> include special requests in bill. <br /> iii. Povich—our projects could rank high on technical merit based on <br /> ADT. <br /> iv. When a local community initiates an earmark, Mn/DOT wants to <br /> know about them and can submit a letter of support and are part of <br /> a review process for the application to Congress. <br /> j. Staples <br /> i. There were stakes for a bypass in the 1970s <br /> ii. The project kept moving forward—always a moving target and it <br /> was never resolved <br />
