r <br /> ECONOMIC DEVELOPMENT COMMITTEE <br /> MINUTES <br /> SEPTEMBER 23,2008 <br /> MEMBERS PRESENT: Ed Larsen, Mark Jurchen, and Justin Bolz-Andolshek, <br /> Nancy Adams, Patrick Smith <br /> ALSO PRESENT: Mayor Cathy Malecha, City Clerk Sandy Peine, Sheila <br /> Haverkamp and Elissa Rogers, BLADC; and Dawn Bittner, <br /> Planning and Zoning Administrator, Ruth Ann Hanson, <br /> Chamber of Commerce <br /> 1. Call Meeting to Order <br /> The meeting was called to order by Chair Ed Larsen at 8:00 a.m. <br /> 2. Consider EDC Minutes <br /> JURCHEN MOVED TO APPROVE THE AUGUST 19,2008 MINUTES. <br /> SMITH SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> 3. Facility Study Update <br /> Mayor Malecha informed the EDC that the Council approved a facility study with <br /> the stipulation that it is phased in using a three year cycle beginning in 2009. <br /> 4. Downtown Plan <br /> The Committee requested a copy of the Downtown Plan. Dawn Bittner provided <br /> the members with a copy of the plan. Adams questioned the goal of the committee <br /> in relation to the downtown plan. Chair Larson stated that will be reviewing the <br /> plan, look at the feasibility of implementation, possibly in phases and look at <br /> ways to cover the costs associated with the plan. <br /> Sheila Haverkamp suggested that it may be possible to apply for a grant from the <br /> Small Cities Program. <br /> 5. Highway 371 Discussion <br /> Mayor Malecha updated the committee on the meeting at Craguns regarding the <br /> Highway 371 project and funding possibilities from MnDOT. Justin Bolz <br /> Andolshek also gave a recap of the meeting. Justin stated that the issue with the <br /> highway is about how will it be paid for and when will it be done. <br /> Patrick Smith stated that if the City continues to support the by-pass and it won't <br /> be done until 2020 then nothing is going to happen economically in Pequot Lakes. <br />
