COMMUNITY City Of
cwRowTH Pequot _
INSTITUTE UleS
STAFF REPORT
Application: Ordinance Amendment to Allow Static Gas Price Display
Applicant: Todd Tolifson, Rose City Sign
Agenda Item: 4(b)
Background Information: The applicant is requesting an ordinance amendment to
allow static gas price LED displays within the City. The proposal comes after the
applicant's sign permit application for a digital gas price sign was denied for the Super
America gas station.
The applicant has indicated that static gas price digital displays change, on average, once
a day so they would not be a distraction to drivers. Because of their design, the proposed
digital display signs would not be able to be converted into digital message centers. The
applicant also indicated that the digital display signs are safer than the manual
changeable signs because they can be changed electronically versus manually putting up
the changeable numbers every time gas prices change.
Readerboard Gas Price Display: LED Gas Price Display:
Mobil '
K
 ;i fiuCOffEE t ` y,
Planning Commission Direction: The Planning Commission may either recommend
that the application be approved or denied, with or without changes to the text provided
here.
The City Council has requested a recommendation on this application, regardless of the
overall discussion on the sign ordinance. The City is required to make a decision on the
application by May g,2012, unless the applicant agrees to extend the deadline.
Staff Recommendation: The current ordinance which excludes all digital displays
was adopted in 20io. The purpose of that amendment was to not allow digital signage
because they(particularly LED message centers)did not fit the character of the City. This
ordinance is a narrower request. The Planning Commission needs to decide whether this,
more limited, application would fit with the character of the community.
. Note that an ordinance amendment applies equally to other property owners within the
DMU.
Pequot Lakes Staff Report 4(b)-1
March 15,2012
