<br /> Application: Preliminary Plat of Island Vista
<br /> Applicant: Earl Hemmerich
<br /> Background Information: The Hemmerich property is located at the western shore of Sibley
<br /> Lake, a General Development (GD) lake, on North Sluetter Road and is currently zoned
<br /> Shoreline Residential. The property is approximately 8.8 acres in size, and the proposed
<br /> subdivision would create seven lots, ranging in size from 25,660 square feet to 94,375 square
<br /> feet.
<br /> This application was tabled last month,not on the merits of the application, but rather because of
<br /> the concern over the ability of North Sluetter Road to handle additional traffic in its current
<br /> condition.The Staff informed the City Council, as requested,about the needed upgrades to North
<br /> Sluetter Road, and the Council plans to further review the request at a special meeting to be held
<br /> on Wednesday,August 17,2005. At the time this report is written,we do not know the results of
<br /> that meeting.
<br /> Applicable Statutes: The Shoreline Residential lot, use, and density requirements listed in
<br /> Section 5.8 are applicable and govern the lot dimensions of the subdivision. These provisions
<br /> include the following for property on a GD lake:
<br /> Lot width at OHW and building line-feet,minimum 100
<br /> Buildable lot area-square feet,minimum 20,000
<br /> Setback,right-of-way,local streets—feet,minimum 10
<br /> Setback,right-of--way,collector and arterial streets—feet,minimum 30
<br /> Setback,OHW—feet,minimum 75
<br /> Setback,bluff—feet,minimum 30
<br /> Setback,side-feet,minimum 10
<br /> Setback,comer side—feet,minimum 30
<br /> Impervious coverage—maximum 20%
<br /> ISTS setback from OHW—feet,minimum 75
<br /> Section 9.4 discusses minimum design layout standards for subdivisions. These provisions
<br /> include the following:
<br /> I. The land shall be properly zoned and suitable in its natural state for the intended
<br /> purpose with minimal alteration required. Land subject to flooding, land below the
<br /> ordinary high water mark, wetlands, areas with high water table, bluffs, lands with
<br /> slopes exceeding 12% or land containing other significant constraint(s) upon future
<br /> intended usage, shall not be considered in the minimum size of a lot. The suitability
<br /> analysis for each lot shall also consider soil and rock formations with severe
<br /> limitations for development, severe erosion potential, inadequate water supply or
<br /> sewage treatment capabilities, near-shore aquatic conditions unsuitable for water-
<br /> based recreation, important fish and wildlife habitat, presence of significant historic
<br /> sights, or any other feature of the natural land likely to be harmful to the health,
<br /> safety, or welfare of future residents of the proposed subdivision or of the
<br /> community.
