Box 2720 Baxter, MN 56425 <br /> Phone:218829-5117 Fax:218829-2517 <br /> Date: September 27, 2004 File#: 130B001 <br /> To: Pequot Lakes Mayor and City Council Members <br /> From: Tim Houle <br /> Subject: Highway 371 North Improvement Project <br /> MnDOT has asked for the City's comments on the proposed 4-lane Trunk Highway (TH) 371 <br /> improvement project. They are eager to get whatever comments they can from the October <br /> regular City Council meeting, even if there are variations in a particular area. <br /> MnDOT has done numerous public open houses and presentations as well as numerous meetings <br /> throughout this project development process. For several months, there has been a long layout <br /> map hung up in City Hall. They would now like the City Council's comments so they can <br /> incorporate them into the Final Environmental Impact Statement(EIS)/Layout and complete the <br /> process within the next few months. MnDOT will then present the Final Layout for City <br /> concurrence. <br /> Following is my interpretation of comments from staff, citizens, and others. <br /> No matter what thoughts and comments follow, and no matter what comments the City Council <br /> forwards to MnDOT, I anticipate, and will not be surprised, that we will be re-visiting these <br /> `decisions' at varies stages as this project progresses. <br /> It is important therefore,to assign a committee to work with MnDOT on a monthly and maybe even <br /> on a weekly basis as the project progresses to work and re-work these issues/decisions. I would <br /> suggest the Mayor, a P&Z representative, the City Engineer, a member of PLADO, and the Street <br /> Superintendent as a minimum be on this committee. Other people can be added as you see fit. <br /> I have numbered the comments just for ease of referencing to them (i.e. they are not in any kind of <br /> numbered importance). <br /> Comments start on the south side of the City and generally proceed north. <br /> General <br /> 1. To enhance safety,access,and circulation during construction,the City requests that service <br /> roads be completed before any Trunk Highway construction/access interruption begins. <br /> 2. Install pre-emption equipment on any stoplights. <br /> 3.
