IN., STAFF REPORT <br /> Application: Conditional Use Permit for the RV Resort Village at the Preserve(continuation) <br /> Applicant: Dan Helbling <br /> Background: This is a continuation from the July Planning and Zoning meeting. Due to the <br /> discussion there,most of the background and ordinance information is omitted from this report. <br /> Please refer to the July report,if needed,for that information. <br /> Staff Findings: The Staff provides the following findings of fact for consideration by the <br /> Planning Commission. <br /> i. The parcel is 54.24 acres in size and thus meets the minimum lot size requirements. <br /> 4 On the campground standards of Section 8.4 <br /> 2. The City does not enforce the standards of the Department of Health,but permitting <br /> from that agency is required to ensure that development conforms to their standards. <br /> The City has provided a letter for the applicants to assist in obtaining a Department <br /> of Health approval. <br /> 3. Each proposed site meets the minimum requirements of 3,000 square feet and is at <br /> least 40-feet center-to-center to adjacent units. <br /> 4. Adjacent to each site is a strip of land for a service road. The strips of land range <br /> from 40 feet to 50 feet wide,thus meeting the minimum standard. <br /> 5. Parking is provided on each individual site. <br /> 6. Recreational facilities are provided and are addressed during the PUD portion of the <br /> review. <br /> 7. The applicant has submitted a detailed narration on how the development will be <br /> supplied with water. <br /> 8. The applicant has submitted a detailed narration, along with preliminary plans and <br /> schematics, indicating how wastewater flows are to be handled within this <br /> development. <br /> 9. There is a solid waste site at each shelter/laundry facility and one at the dump <br /> station. Waste will be collected and transferred to a landfill. <br /> 10. Drawings submitted with the EAW show a fire pit on each site. <br /> 11. There is no planned connection to the municipal centralized wastewater treatment <br /> system. Sewage treatment is to be provided on-site. <br /> 12. A grading plan has been submitted that includes plan/profile views as well as cross <br /> sections that detail the amount of grading to be done. The grading plan <br /> demonstrates an understanding of the development and presents how the sites will <br /> be accessed as well as how stormwater will be adequately handled on site. <br /> 13. Four storm shelters are proposed for the site, although they are not required in <br /> Minnesota for campgrounds. The plans have been submitted to the Minnesota <br /> Department of Labor and Industry for review. <br /> 4 On the Design Criteria for a Planned Unit Development <br /> 14. The proposed development contains 157 units, exceeding the minimum requirement <br /> of three units for a PUD. <br /> 15. A vegetative screening plan has been submitted. All facilities and sites are set back a <br /> minimum of fifty feet from the lot lines.
