MINUTES <br /> �— JOINT WORK SESSION <br /> OF <br /> PEQUOT LAKES CITY COUNCIL <br /> AND <br /> PLANNING COMMISSION <br /> FEBRUARY 6,2007 <br /> PRESENT: Mayor Pro-Tem Sjoblad, Councilmen Nagel, Oraskovich, and Ryan. <br /> Planning Commission Members: Woog, Habein, and Pederson. ABSENT: Mayor <br /> Malecha; Commission Members: Adams, Derksen, Hallan, Varilek and Williams. <br /> STAFF: Sandy Peine, City Clerk; Tina Nolden, Water/Wastewater Dept.; Mike Loven, <br /> Street Dept.; Tim Houle and Mike Rude, City Engineers; Charles Marohn, City Planner; <br /> and Dawn Bittner, Zoning Administrator. <br /> The meeting was called to order by Tom Woog, Commission Chair, at 5:30 p.m. <br /> Review of Purpose and Premise: <br /> Mr. Woog explained the Purpose and Premise. He stated that he had received comments <br /> that this group would be debating the best option, either through town or alternate route. <br /> He stated that this group is to establish the best alternate corridor alignment, zoning and <br /> intersections. <br /> DEAN WILLIAMS ARRIVED AT 5:37 p. m. <br /> Any debate over which alignment is best and the ultimate decision will be at the Council <br /> level. When this study is complete,the Council may need to re-evaluate the best route. <br /> www.highway371.info has been established to contain up-to-date information and data <br /> used to answer the questions. This can be used to increase communication and maintain <br /> transparency. The group discussed ways to allow everyone to voice comments so they <br /> can be received ahead of time. Ideas should be in writing, either by letter or email. This <br /> could be setup on the website. Communication should not be exclusively by letter or <br /> email, commenting at meetings is also important. An Open Forum portion of the <br /> meetings could be established to allow time for public comment. There is a difference <br /> between discussing issues and just commenting. Staff will meet to establish a venue to <br /> deal with the parameters given. <br /> Review Stakeholder Analysis and Process: <br /> Mr. Williams questioned the headings. The Joint Committee makes decisions for this <br /> study group. The City Council makes the ultimate decision. Mr. Marohn added a page <br /> title. Councilman Ryan stated that PLADO and the Chamber have technical input <br />
