MINUTES
. PEQUOT LAKES PLANNING COMMISSION
REGULAR MONTHLY MEETING
NOVEMBER 19,2009
PRESENT: Tom Adams, Deb Brown, John Derksen, Bill Habein,Mark Hallan, Scott
Pederson, and Dean Williams. ABSENT: Tom Woog.
CITY PLANNER: Ben Oleson and Justin Burslie, Community Growth Institute.
ZONING ADMINISTRATOR: Dawn Bittner.
COUNCIL LIAISONS: Craig Nagel and Cathy Malecha.
The meeting was called to order by Vice-Chair Tom Adams at 6:00 p.m.
COMPREHENSIVE PLAN DISCUSSION:
a. Community Character Action Plan Review—
Mr. Oleson explained that the input from our October meeting has been incorporated into
this report. The additions in red were suggestions from the Planning Commission with
some wordsmithing from Staff.
After discussing the changes in red it was suggested to possibly include tables indicating
total acreage of City, the percent that are lakes, wetlands, etc. A table could also be
included for buildable land, taking away roads, Potlatch land, County land, etc. Another
table indicating how many acres already dedicated to recreation, County land, lakes, etc.
would also be nice. It was pointed out that there are places only usable for recreation but
access is over private land or is unreachable. It would also be nice to know how much
land is available for development, what percentage is commercial, residential, etc. Staff
will see what they can do.
b. Recreation Action Plan—
In the Intent section"facilities"may not be the correct term—possibly opportunities or
spaces. The intent is for more developed spaces, not just ball fields.
Lakes and Wetlands—Most of this paragraph has a negative connotation and will be
removed.
The second paragraph needs some work. The lakes are accessible. Accesses exist on
East Twin, Sibley and through MN/DOT right-of-way for West Twin. Access to Middle
Cullen is from Nisswa; portions of all three Cullen's are within the City.
Background section—The last sentence needs to be corrected. There are no arcades and
the school gym is not very accessible. Indoor recreation at coffee shops and retails shops
Minutes 1
Pequot Lakes Planning Commission
November 19, 2009
