ABSENT: Scott Pederson.
CITY PLANNER: Charles Marohn, Jr., PE, AICP
ZONING ADMINISTRATOR: Dawn Bittner
COUNCIL LIAISON: Cathy Malecha
PUBLIC HEARINGS: None.
ADDITIONS OR DELETIONS TO AGENDA: None.
OPEN FORUM: None.
NEW BUSINESS:
State Building Code Discussion—
Kevin Mealhouse from the Department of Labor and Industry was present to discuss
adoption of the building code. He stated that representatives from area cities met in
Nisswa in March and that Breezy Point is looking to replace their building official and
they were looking to share an inspector. Mr. Mealhouse discussed the adoption process
and the benefits.
Tom Adams pointed out some of the items on page 8 that spurred this discussion, such as
FEMA reconstruction standards, ISO insurance rates and code administration at the local
level. The State may make the code mandatory for all cities, If we would not adopt and
the state would mandate, the administration would be handled by the County with no
local input. The City would benefit to have our involvement and not have the County do
the administration.
Mr. Mealhouse stated that without the building code, FEMA replacement would only be
what you had prior to the destruction;replacement would not meet the building code.
There is no threshold requiring adoption. However, once you have the code, a
municipality cannot rescind the code if the population is over 2,500.
Minutes 1
Pequot Lakes Planning Commission
April 16, 2009
