MAY 3, 2oi8 _ � , <br /> I <br /> PRESENT: Andrew Birch, Mark Hallan(Chair), Douglas Leckband, Nathan Norton, li <br /> Brian Wallin (Vice-Chair) and Wesley Wilson. ABSENT: None. , <br /> CITY PLANNER: Absent. <br /> ZONING SPECIALIST: Dawn Bittner. <br /> Chair Hallan called the meeting to order at 6:3i PM. <br /> � <br /> Chair Hallan reviewed the proposed timeline. Discussion ensued regarding content and <br /> the ability of businesses in other communities to advertise on billboards within the City. <br /> Chair Hallan pointed out the city owned irrigation property will need to be rezoned to <br /> industrial for billboards to be allowed. All property zoned commercial or industrial � <br /> could potentially be eligible for billboard placement. The City Attorney will provide his � <br /> research regarding an overlay district for the May i�meeting. <br /> Steve Anderson, Franklin Outdoor Advertising, stated the Department of , <br /> Transportation will not allow spot zoning. Chair Hallan stated there currently are <br /> industrial zoned properties in our Industrial Park where this could be allowed. <br /> Discussion ensued regarding the number of billboards allowed per parcel. Subdivisions <br /> could take place where multiple billboards could be placed. It was the consensus to <br /> strike the number per parcel and to regulate with spacing. Mr.Anderson stated the <br /> state only allows placement of billboards every 30o to 50o feet, depending on the <br /> designation of the highway. The City of Waite Park established a billboard corridor <br /> where billboards are allowed. <br /> Discussion followed regarding design standards and landscaping. <br /> An overlay district from the Paul Bunyan Trail Bridge to the wastewater treatment <br /> property was discussed. <br /> Mr.Anderson stated MN/DOT will allow spacing 300 or 50o feet on both sides of the <br /> highway. Some municipalities include a radius from each sign so they are not being <br /> placed on both sides of the highway.
