SPECIAL MEETING OF THE PEQUOT LAKES CITY COUNCIL <br /> TUESDAY, JULY 11, 2017 <br /> PEQUOT LAKES CITY HALL <br /> Members Present: Mayor Adams, Council Members Akerson, Loukota, <br /> Pederson (arrived at 6:25 p.m.) and Swanson (arrived at <br /> 6:25 p.m.) <br /> Staff Present: Nancy Malecha, City Administrator/Clerk; Deb Marry, Deputy <br /> City Clerk; Mike Loven, Public Works Supervisor; and Tim <br /> Houle, City Engineer <br /> 1. Call Meeting to Order <br /> Mayor Adams called the special meeting of the Pequot Lakes City Council <br /> to order at 6:00 p.m. <br /> 1.1 Pledge of Allegiance <br /> Mayor Adams led with the Pledge of Allegiance. <br /> 2. Consider Agenda <br /> COUNCIL MEMBER LOUKOTA MOVED TO APPROVE THE AGENDA <br /> AS PRESENTED. COUNCIL MEMBER AKERSON SECONDED THE <br /> MOTION. MOTION CARRIED 3-0 <br /> 3. Utility Rate Study and Capital Financial Plan Work Session <br /> Mike Bubany from David Drown Associates presented the Council with a <br /> proposed utility rate study for the City which included a tiered rate <br /> schedule to comply with the Minnesota Department of Natural Resources <br /> conservation rates. Mr. Bubany also presented a proposed capital <br /> financial plan for current and future City projects. He discussed and <br /> demonstrated various thresholds within the plan and the impact these <br /> have on the City's budget, property tax rates, water rates, and sewer <br /> rates. With feedback from the Council, Mr. Bubany adjusted the future <br /> projects, timelines, and repayment sources for these projects. The <br /> consensus of the Council directed Mr. Bubany to proceed with the final <br /> report of the City's utility rate study and the capital financial plan as <br /> determined tonight. <br /> 4. Adjournment <br />
