KDV KERN • DEWENTER•VIERE Letter of Transmittal September 22,2004 Sandy Peine City of Pequot Lakes 4638 County Road 11 Pequot Lakes,MN 56472 We are pleased to submit this proposal for audit services to the City of Pequot Lakes,Minnesota, and appreciate your consideration. This proposal will serve to explain the qualifications of our firm,the scope of the services we will provide and our commitment to provide superior service on a timely basis. We feel especially qualified to provide auditing services to the City because of our extensive experience in providing auditing and consulting services to Minnesota cities and other local governmental units. Our services would include,but not be limited to,the following: 1. Performing an audit of the City in accordance with auditing standards generally accepted in the United States of America, Government Auditing Standards,the provisions of the Federal Single Audit Act of 1996 and U.S. Office of Management and Budget(OMB) Circular A-133,Audits of State and Local Governments,and other federal, state and local requirements,as applicable. 2. Providing an opinion on the City's basic financial statements and an "in-relation to"report on the combining financial statements and supporting schedules,or providing an opinion on the City's cash basis financial statements,depending on the option chosen. Also,applying certain limited procedures on required supplementary information,if applicable. 3. Reviewing,documenting and providing recommendations on improving the City's internal control and financial operations. 4. Providing separate reports required under Government Auditing Standards,the Single Audit Act(if applicable)and the required reports on compliance with certain Minnesota Statutes. 5.
