COUNCIL MEMBER PFEIFFER SECONDED THE <br /> MOTION. <br /> Council Member Sjoblad stated he felt it would be best to work on the <br /> items in the zoning ordinance that are most urgent. He indicated that if the <br /> Planning Commission worked on the PUD and subdivision ordinances a <br /> moratorium would not be necessary. <br /> Planning Commission Representative Tom Adams indicated that the vote <br /> for the moratorium by the Planning Commission was not unanimous. He <br /> indicated that it would be possible to deal with the PUD ordinance <br /> immediately. <br /> Council Member Bolz-Andolshek stated he did not feel a moratorium was <br /> necessary. <br /> Council Member Ryan questioned the economic impact of a moratorium. <br /> MOTION FAILED 3-3. <br /> ROLL CALL VOTE: RYAN, NAY; PFEIFFER, AYE; JOHNSON, AYE; <br /> MALECHA, AYE; SJOBLAD, NAY; BOLZ/ANDOLSHEK, NAY. <br /> Council Member Sjoblad indicated he would like to see the urgent issues <br /> taken care of as soon as possible. <br /> Discussion was held regarding the procedure for adopting the new zoning <br /> ordinances. Council Member Bolz-Andolshek and Council Member Ryan <br /> indicated they would be in favor of the ordinances being reviewed by <br /> members of the Council and Planning Commission. <br /> 6.1. Consider Resolution Awardinq Bid for Project <br /> City Engineer Tim Houle indicated that the City received nine bids with the <br /> lowest bid from Young Excavating, Inc. at $268,934.17. He indicated that <br /> he had reviewed the bids and recommends awarding the bid to Young <br /> Excavating contingent on the easements being acquired and the financing <br /> for the project. <br />
