COUNCIL MEMBER JOHNSON MOVED TO ADOPT A MORATORIUM ON ALL PLANNED UNIT DEVELOPMENTS AND ON ANY SUBDIVISIONS WITHIN ONE MILE OF THE TH 371 AND COUNTY ROAD 11 INTERSECTION UNTIL THE NEW ZONING ORDINANCES ARE ADOPTED. COUNCIL MEMBER PFEIFFER SECONDED THE MOTION. Council Member Sjoblad stated he felt it would be best to work on the items in the zoning ordinance that are most urgent. He indicated that if the Planning Commission worked on the PUD and subdivision ordinances a moratorium would not be necessary. Planning Commission Representative Tom Adams indicated that the vote for the moratorium by the Planning Commission was not unanimous. He indicated that it would be possible to deal with the PUD ordinance immediately. Council Member Bolz-Andolshek stated he did not feel a moratorium was necessary. Council Member Ryan questioned the economic impact of a moratorium. MOTION FAILED 3-3. ROLL CALL VOTE: RYAN, NAY; PFEIFFER, AYE; JOHNSON, AYE; MALECHA, AYE; SJOBLAD, NAY; BOLZ/ANDOLSHEK, NAY. Council Member Sjoblad indicated he would like to see the urgent issues taken care of as soon as possible. Discussion was held regarding the procedure for adopting the new zoning ordinances. Council Member Bolz-Andolshek and Council Member Ryan indicated they would be in favor of the ordinances being reviewed by members of the Council and Planning Commission. 6.1. Consider Resolution Awardinq Bid for Project City Engineer Tim Houle indicated that the City received nine bids with the lowest bid from Young Excavating, Inc. at $268,934.17. He indicated that he had reviewed the bids and recommends awarding the bid to Young Excavating contingent on the easements being acquired and the financing for the project.
