Pequot Lakes City Hall
-rom: Timothy Bray [timothy.bray @dot.state.mn.us]
meant: Thursday, September 30, 2004 11:32 AM
To: cityhall @pequotlakes-mn.gov
Cc: thoule @wsn-mn.com
Subject: 371 layout comments
Mrs. Mayor (Cathy Malecha)
Tony Hughes and I had a conference call with our consultant the other day and one of the
things we discussed was getting back on track with the Final Layout process. So far we
haven't received anything official from any of the effected communities. There has been a
lot of individual comments and inquiries, but nothing officially endorsed by the Cities.
As you are aware, comments from the Cities involved are important so we can more forward
with our next iteration of the layout. Although we would like this first submission to be
pretty comprehensive, this will not be the City's only opportunity to comment on this
project. We anticipate that there may be several iterations of this layout before we are
all done. We however need a starting point.
>From an article that was published in the Lake Country Echo, we see
that the Mayor of Spicer visited Pequot Lakes to discuss how best to work with Mn/DOT.
Overall we thought it was a good article, but were concerned that the City might have the
tendency to get bogged down in the details of aesthetics too early. We understand these
items will be important to the City, but don't necessarily consider them Final Layout
items that need to be addressed right now. Those types of things will be worked out later
as we approach the Final Design phase and start to develop the cooperative construction
agreement.
zroughout the whole process, each of the cities is going to be asked to pass three
resolutions associated with this project. The first one has already been done. It was the
one that dealt with the preferred alternative and whether it was going to be an alignment
thru town or a bypass.
The next thing that City has to sign off on is the Final Layout. That is of course what we
are starting right now. It primarily deals with issues like accesses control,
frontage/backage roads and minor changes to mainline alignments. These are the types of
comments we are currently looking for.
The third resolution will be to accept the Cooperative Construction Agreement for this
project. This document establishes the cost sharing for the project and among other
things, it will include any aesthetic treatments. We envision that most comments about
these enhancements would come after the Final Layout is approved and before the Final
design is finished. That is a big of time window in this case.
I just wanted to drop you a line to make sure we stay on track with this next phase of the
project. I think that everyone feels like they need to see the next iteration of that
layout so we can physically see the comments getting incorporated. Without official
comments from each city, it makes it difficult to justify publishing our next version of
the layout.
Thank you. If you have any questions, please feel free to give me a call.
Timothy Bray
Project Manager
District 3 Project Development
1
