Consider Resolution Providing for the Sale of Bonds Shelly Eldridge of Ehlers and Associates presented the Pre-Sale Report for the proposed issue of$340,000 G.O. Improvement Bonds, Series 2004A for the financing of the Industrial Park Improvement project. COUNCIL MEMBER SJOBLAD MOVED TO ADOPT RESOLUTION 04- 21 ACCEPTING BID AND AWARDING CONTRACT FOR THE INDUSTRIAL PARK UTILITIES EXPANSION PROJECT. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION CARRIED 6- 0. COUNCIL MEMBER RYAN MOVED TO ADOPT RESOLUTION 04-22 PROVIDING FOR THE SALE OF $340,000 G.O. IMPROVEMENT BONDS FOR THE INDUSTRIAL PARK PROJECT. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. MOTION CARRIED 6-0. 6.3. Determine Assessment Method The Council discussed the method of assessment to use for the project. Tim Houle reviewed the assessment methods which were previously �.. discussed at a previous Council meeting. After much discussion the Council consensus was to use assessment method #5. COUNCIL MEMBER RYAN MOVED TO USE ASSESSMENT METHOD #5 FOR THE INDUSTRIAL PARK PROJECT WHICH IS BASED ON WATER AND SANITARY SEWER AS A PER LOT ASSESSMENT AND STREET AND STORM SEWER AS A PER FOOT ASSESSMENT. COUNCIL MEMBER BOLZ-ANDOLSHEK SECONDED THE MOTION. MOTION CARRIED 6-0. 8.1. E-911 Siqns The Mayor indicated that the cost to place E-911 signs is estimated to be $9,854 plus labor to install the signs. It was unsure as to whether this cost included the posts and what the cost of labor would be. It was the consensus of the Council to table this item until the October meeting when Mike Loven would be available to answer the questions. 8.2. Request to Purchase Mower Council Member Sjoblad indicated that two quotes were received for the purchase of a mower for the street department. The lowest quote was $13,500 from Northwood Turf and Power. Council Member Sjoblad
