Evergreen Properties <br /> Gilroy Arvig's Evergreen Properties and MPCA met with Justin and <br /> myself on March 22, 2004 to discuss the possibility to oversee/manage the <br /> discharge permit, maintenance, and operation of the Evergreen Townhomes <br /> wastewater facility. This is due to serious fines and penalties the MPCA has <br /> had to charge the Evergreen Properties due to no permit and reports being <br /> sent to MPCA as well as not having a certified operator. <br /> It is my feeling that the city could oversee the management of the <br /> Evergreen Properties and make sure the testing and reporting is done per <br /> state and federal requirements. To actually run this permit/facility will be <br /> very costly to the city which would be turned over to the townhome property <br /> owner, Gilroy Arvig. <br /> An estimated cost would be as follows: <br /> A. Checking of lifts: 1-2 times per week at $50/hr. Mileage on vehicle <br /> to site and back, 8 miles at 34.5 cents/mile (8 times/month), Lab <br /> testing monitoring wells: 4 hrs. at $50/hr. 3 times a year. Mileage <br /> for wells is 9 miles. ($731.39/yr.) <br /> These are just a few items to consider on this property ALSO: <br /> A. Call-outs, who will do these? <br /> B. Attorney fees to write contract for the taking over of this permit. <br /> C. What if somebody gets hurt? <br /> D. Liability of damage to properties and individuals on work site. <br /> E. Insurance? <br /> F. Future: Setting precedence - What if other associations start cluster <br /> systems and ask us to run them? <br /> G. Other items to consider per council request. <br />
