� � � � � � � � <br />Pequot Lakes Police <br />To: Pequot Lakes City Council <br />From: Eric Klang <br />CC: Councilman Pederson, Gardner, Akerson, Sjoblad and Mayor <br />Adams <br />Date: 11/5/2013 <br />Re: Loitering Ordinance <br />Comments: Report: In many states, cities and towns there are statutes <br />or ordinances against loitering which aim to control <br />aggressive begging, soliciting prostitution, drug dealing, <br />blocking entries to stores, public drunkenness or being a <br />public nuisance. Under this proposed ordinance/law, the <br />police can cite someone who refuses to "move along." The <br />idea of implementing a loitering ordinance came about from <br />recent number of calls received about pan- handlers and <br />juveniles hanging out at the dollar store parking lot. <br />Complaints have ranged from begging, foul language, loud <br />exhaust, impropriate behavior, fighting and customers being <br />intimidated by the number of kids hanging out. This ordinance <br />also came about through collaboration with the planning and <br />zoning stake holders in an effort to keep are parks clean and <br />free from damage. <br />Council Action Request: Chief Klang is requesting a council <br />motion to approve the loitering ordinance as presented. <br />
