March 31, 2004
Honorable Mayor and Council Members
City of Pequot Lakes
31108 Government Drive
P.O. Box 361
Pequot Lakes, MN 56472-0361
RE: Proposal for Architectural and Engineering Services
City Building Remodeling
Pequot Lakes, MN
Honorable Mayor and Council Members:
This is a follow-up to February 11, 2004 proposal, which was based on consulting on an "on
call" basis. This proposal will expand that understanding and scope.
To understand this proposal, it is important to understand our previous involvement on this
project. We've mainly worked with Council Members Justin Bolz-Andolshek and Dave Sjoblad
and City Maintenance Supervisor Mike Loven.
As you know, the City initially hired Widseth Smith Nolting (WSN) to provide programming study
phase input on the potential remodeling of the Kinzie Kandle/Liberty Tool building for use as a
City Services Building (Clerk's office; Police, street, maintenance, water, and wastewater offices
and garage; library; and Fire Hall). The results of our programming study were summarized in
an October 30, 2003 packet from one of our architects, Rick zumBrunnen, AIA.
After presenting our study, we had some discussions with the City about providing a proposal.
This proposal would have had WSN doing all of the architecture and engineering design, and
then preparing an overall coordinated set of construction bidding documents for all of the
remodeling needed at the new City Building.
However, the feedback that we heard from the City at this point was that the total estimated
remodeling construction costs that we presented in the study were in excess of what the City
could handle at that time. We understood the City wanted to acquire the building and then use
our study as a guide as they proceeded into the construction phase with smaller projects as
their resources permitted.
We had no problem with the City's decision, and thus we did not give a proposal on an
estimated budget of our time, effort, or cost.
