4f.+7
WIDSETH
5 MITH
February 11, 2004 MOLTING
ENGINEERS ARCHITECTS LAND SURVEYORS ENVIRONMENTAL SERVICES
Honorable Mayor and Council Members
City of Pequot Lakes
31108 Government Drive
P.O. Box 361
Pequot Lakes, MN 56472-0361
RE: Proposal for Engineering Services
MnDOT's Proposed TH 371 Improvements
Pequot Lakes, MN
Honorable Mayor and Council Members:
As we have agreed,we attend your monthly Council meetings and answer miscellaneous questions at no
cost. However, as we have stated, when a specific project comes along, in lieu of providing our service
and billing intermittently,we want to enter into an agreement with the City that defines the scope and
estimates our effort. We do this so that both the City and WSN have an understanding of what is
anticipated.
We believe MnDOT's proposed improvements to TH 371 constitutes a project that both the City and WSN
should have an understanding of regarding our services to you. Unfortunately though, due to the varied
and preliminary nature of the issues on this project,we cannot at the present time give you a very
detailed scope of work(and corresponding estimate of our effort).
However, below we have listed some of the tasks we have already completed as well as others we
anticipate assisting the City on in the next year or so, along with our estimated effort/fee.
• Summarize and provide the City feedback on the Draft Environmental Impact Statement
(EIS)—estimated $1,100.
• Attend City meetings and public information sessions on the Draft EIS—estimated $900.
• Coordinate with the City and MnDOT on service roads, drainage, and WWTP issues—
estimated $2,000.
• Coordinate with the City and MnDOT on Final Layout and cost sharing issues—estimated
$2,000.
As this proposed highway project moves out of the preliminary planning stages into the design stage,we
will then be able to better define tasks we will need to assist the City with and then better estimate our
efforts and fee. When we get to this point, we can amend this agreement so our efforts are not so'open
ended'.
We propose to perform our services on an hourly basis, in accordance with the attached fee schedule.
