Box 361 <br /> Re: Planning and Zoning Administrator's Report <br /> Dear Mayor and City.Council, <br /> The Planning and Zoning Commission held their regular monthly meeting in <br /> December and are forwarding you three public-hearing recommendations. <br /> 1. Conditional Use Permit for a Home Occupation Permit to operate a beauty <br /> salon. Karen Ettesvold, applicant. Ms. Ettesvold owns a home located once <br /> block east of Highway 371 in the Medium-Density Residential zoning district. <br /> Ms. Ettesvold would like to open a beauty salon out of her garage. The proposed <br /> beauty salon will be located in half of the applicant's garage. Ms. Ettesvold plans <br /> to remodel the garage and update the plumbing and electrical service inside, and <br /> place a small awning over the salon entrance door. Ms. Ettesvold works alone <br /> and will service one customer at a time, and thus anticipates that her driveway <br /> will provide ample off-street parking. The neighborhood surrounding Ms. <br /> Ettesvold's lot consists of residential homes and several small businesses <br /> including Heidman Construction, an auto parts store, and a bank. <br /> The Planning Commission unanimously recommends that you approve the <br /> Conditional Use Permit. The recommendation is made based on the following <br /> findings of fact: <br /> 1. A beauty salon as a home occupation is an appropriate conditional use in <br /> the Medium-Density Residential zone. <br /> 2. The proposed salon will be located on a lot serviced with public <br /> facilities and adjacent to a public access road. <br /> 3. The proposed salon will be located in the garage and will not take up <br /> more than 50% of the gross area of the garage. <br /> 4. The proposed salon will not generate more than two (2) customer <br /> vehicles at one time, and will provide adequate off-street parking for <br /> those vehicles. There is no indication that the proposed use will generate <br /> more traffic on existing access roads. <br /> 5. A beauty salon is compatible with adjacent residential and commercial <br /> uses. <br /> 6. The proposed salon, with conditions, will not be injurious to the health, <br /> safety, and welfare of citizens in the City of Pequot Lakes. <br />
