INTRODUCTIONS <br /> II. OPENING REMARKS <br /> A. Tony Hughes provided an update on the purpose and responsibility of the TAC. He indicated <br /> that Mn/DOT has assembled this group to provide feedback on the project and to serve as a <br /> conduit to individuals that each TAC member represents. <br /> III. DRAFT EIS UPDATE AND NEXT STEPS <br /> A. Amended Scoping Decision Document—Chris Hiniker discussed the rationale and purpose for <br /> releasing the Amended Scoping Decision Document. Chris indicated that after an extensive <br /> public involvement process and further technical analysis it was determined by Mn/DOT that <br /> the alternatives presented in the Scoping Decision Document (dated February 2003) needed to <br /> be modified. Two primary changes to the alternatives included the removal of the Pine River <br /> bypass and the switch from an eastern Jenkins bypass to a western Jenkins bypass option. In <br /> November 2003 Mn/DOT published the Amended Scoping Decision Document which serves to <br /> document the changes made to the alternatives originally presented in the February 2003 <br /> Scoping Decision and also presents the alternatives being carried forward into the Draft EIS. <br /> B. Draft EIS Alternatives- Chris presented the five alternatives that have been addressed in the <br /> Draft EIS.The alternatives are as follows: <br /> 1. Alternative 1—No-Build <br /> 2. Alternative 2—Reconstruct Highway 371 as a four-lane highway on it's existing alignment <br /> 3. Alternative 3—Reconstruct Highway 371 as a four-lane highway on it's existing alignment <br /> with the exception of an eastern bypass of Pequot Lakes <br /> 4. Alternative 4 -Reconstruct Highway 371 as a four-lane highway on it's existing alignment <br /> with the exception of an eastern bypass of Pequot Lakes and a western bypass of Jenkins <br /> 5.
