b. Compatibility of Use. Use shall be compatible with the surrounding <br /> neighborhood. Uses shall not present noise, odor, light, or any other nuisances. <br /> c. Parking. To reduce the visual impacts and amount of surface parking, parking <br /> structures, shared parking, and surface parking located behind or to the side of a <br /> building shall be encourage whenever possible. Additionally, suitable trees and <br /> shrubs shall be planted between parking lots and all adjacent sidewalks, roads, <br /> lots,and buildings.No parking shall occur within shoreline setback areas. <br /> d. Screening. All sites shall be heavily landscaped to provide 100% screening of <br /> structures to adjacent residential parcels and over 50%screening from the road or <br /> any non-residential parcel. Percentages shall be determined by the amount of <br /> structure that can be seen during leaf-on conditions. A landscaping and screening <br /> plan must be submitted and approved by the Planning Commission with each <br /> Conditional Use Permit. <br /> e. Lighting. Lighting shall be downward directional and shall be compatible with <br /> the surrounding development. Signs approved with lights must be turned off at <br /> the close of business each day. <br /> f. Fences. Fences not exceeding 60 inches in height may be constructed except <br /> within the OHW setback area. Fences not exceeding 36 inches may be <br /> constructed within the OHW setback area so long as the fencing is transparent. <br /> Under no circumstances shall a fence be constructed closer than 10 feet from the <br /> surface of a public road. Materials shall consist of usual fencing materials with <br /> posts and fence of metal, wood, concrete, brick, or smooth wire. Barbed or <br /> electrified wire is prohibited, except where specific approval has been given by <br /> the Planning Commission. <br /> Section 2. The Land Use Matrix shall be entitled Section 5.15 Land Use <br /> Matrix. <br /> Section 3. The following change shall be made to the land use matrix: <br /> ■ In the Land Use Matrix,Planned Unit Development Commercial and Planned <br /> Unit Development,Residential shall be changed from Conditional Uses(C)to <br /> Excluded Uses(E)for the Recreation Zone. <br /> Section 4. Effective Date.
