The Findings of Fact are applicable to either Transition Residential or <br /> Rural Residential. <br /> Mr. Qualley stated that Rural Residential would be incompatible with Urban Residential <br /> if Greer and Smith were Urban Residential. <br /> In Transition Residential, they can still have animal units. Noise may become a nuisance <br /> problem. <br /> A motion was made by Bill Habein, seconded by John Derksen, to recommend rezoning <br /> to Transition Residential,based on the following Findings of Fact: <br /> 1. The rezoning to Transition Residential is consistent with the City's <br /> Comprehensive Plan and Future Land Use Map. <br /> 2. The rezoning to Rural Residential does not conform to the Future Land Use Map, <br /> but the Future Land Use map does designate properties just to the north of the <br /> subject property as Rural Residential and Agriculture. <br /> 3. The parcel is bordered on the north, east, and south by properties that the City has <br /> proposed to be rezoned Transition Residential; the owner of the property, Greer, <br /> is requesting that the properties be rezoned to Urban Residential. <br /> 4. The parcel is bordered on the west by properties that are zoned Transition <br /> Residential and Urban Residential. <br /> 5. The Transition Residential zone is compatible with Urban Residential and <br /> Agriculture zones. <br /> 6.
