Special City Council Meeting Minutes <br /> Highway 371 <br /> October 25, 2005 <br /> Page 2 <br /> -------------------------------------------------- <br /> would be no impact to MnDOT's participation of the frontage road from <br /> West Woodman one block south. <br /> East Sibley <br /> MnDOT indicated that it is not willing to construct the frontage road that <br /> crosses the trail if the access is not closed. Discussion was held regarding <br /> East Sibley access and UBC concerns. It was suggested that the two <br /> intersections east and west of Highway 371 be aligned. Tim Bray indicated <br /> that he would try to redesign this area. <br /> Backage Road on West Side of Highway <br /> The City Council indicated that it wanted to see a backage road instead of <br /> a frontage road. Tim Bray reiterated that the City would be responsible for <br /> paying for the right-of-way and business re-orientation costs. <br /> Access Between Morehouse and Timberiack <br /> The City indicated that it would like to see a right-in/right-out somewhere <br /> along the west side. MnDOt indicated that it is not opposed if there was a <br /> platted road to hook into. The City indicated that it would see if there is a <br /> city road in the area. <br /> Speed <br /> Gary Dirlam spoke about the speed issue. He indicated that the initial <br /> speed would be posted at 5 mph over the present speed. A speed study <br /> will then be done to determine appropriate speed. Traffic calming <br /> techniques were discussed. Gary Dirlam indicated that traffic calming <br /> techniques are still being tested and proven and that more information will <br /> be available at the time of project implementation. <br /> Pedestrian Safety <br /> Pedestrian safety was discussed, specifically the issue of the students <br /> crossing at Woodman and Lake. Discussion was held regarding the <br /> possibility of traffic pedestrian lights. Gary Dirlam indicated he is not aware <br /> of any effective pedestrian crossing systems. Underpasses and <br /> overpasses were also discussed. No decision was made regarding safety. <br /> Tim Bray suggested that the City look for grants that will help in funding an <br /> underpass. <br />
