The Mayor <br /> indicated that she did not believe there was a motion to actually <br /> implement the time clock. <br /> • Jack indicated he has not had a security check in the last four <br /> months <br /> • Jack questioned whether there was a policy in place that restricted <br /> police vehicles from leaving the city unless on official duty <br /> After the Fact Permit <br /> Dawn Bittner indicated that the Planning Commission has recommended <br /> an after-the-fact permit of five-times for Gary Peterson who built a garage <br /> and gazebo without a permit. Charles Peterson was present to represent <br /> his brother Gary Peterson. He indicated that Gary Peterson felt that five <br /> times the fee was excessive. Dawn Bittner reviewed the timeline of events <br /> that took place. Planning and Zoning Commissioner Scott Pederson <br /> indicated that the Planning Commission unanimously voted to charge the <br /> five-times after-the-fact permit due to the lack of cooperation and the two <br /> years of time spent to get to this point. The Council tabled the issue until <br /> Dawn could check the files to see if there was any other pertinent <br /> information. <br /> 5.1. Preliminary Plat of Evergreen Fourth Addition by Arvig Evergreen, LLC <br /> The Mayor noted that the preliminary plat consists of four residential lots <br /> located between Highway 371 to the west and Paul Bunyan Trail to the <br /> east. The Planning Commission recommended approval of the preliminary <br /> plat. <br /> COUNCIL MEMBER GREER MOVED TO APPROVE THE <br /> PRELIMINARY PLAT OF EVERGREEN FOURTH ADDITION BASED <br /> ON THE 15 FINDINGS OF FACT STATED BY THE PLANNING <br /> COMMISSION AND LISTED IN THE ZONING ADMINISTRATOR'S <br /> REPORT TO THE MAYOR AND CITY COUNCIL DATED SEPTEMBER <br /> 26, 2005 AND CONTINGENT ON THE FOLLOWING CONDITIONS: <br /> 1. THE APPLICANT SHALL SUBMIT SOIL BORINGS INDICATING <br /> THAT THE SOILS ARE SUITABLE FOR A PRIMARY AND ALTERNATE <br /> INDIVIDUAL SEWAGE TREATMENT SYSTEM. <br />
