On the east side of the highway, the City requested MnDOT to include upgrading Old 371 <br /> to MnDOT's service standards as a part of this project's costs. <br /> MnDOT will not participate in upgrading an existing road, even if it is part of the proposed <br /> service road network(besides, no accesses on the highway are being closed thru this <br /> stretch). <br /> The City can upgrade this road as a part of the highway project (the City would get more <br /> "bang for their buck" due to economy of scale in conjunction with this larger project). <br /> 28. On the east side, along Old 371, the City has in the past looked at extending City watermain <br /> and sanitary sewer south from Engen Road (see the WSN May 2000 Feasibility Report on <br /> Roadway and Utility Improvements for the Brunes-Royce Addition for portions of such <br /> proposed layouts as well as estimated costs). <br /> Considering the present unknown nature and timing of development in this area, the City is <br /> not yet sure whether to initiate such a project as part of the highway project or wait to see if <br /> development would drive such a project at some future time. <br /> 29. There is a City watermain in a casing pipe under TH 371 on the south side of Pillsbury <br /> Street (installed in 1999), and the casing pipe will need to be extended at the City's cost as <br /> part of this project. <br /> This watermain (uncased) then turns north and parallels about 15 feet within the easterly <br /> TH 371 R/W for about 260 feet north before turning east along the south R/W of <br /> Morehouse Drive. <br /> The line is in MnDOT's R/W by permit and if the highway construction impacts the <br /> watermain in some way, the City will have to either encase it or relocate it at their expense. <br /> We are awaiting feedback from MnDOT on what they will require from the City on a <br /> watermain such as this. <br /> 30.
