Memo to: Sandy Peine; City Clerk <br /> Re: Proposal for Services <br /> Date August 30, 2005 <br /> As we have discussed, I am prepared to provide services to the City of Pequot Lakes in <br /> the area of Human Resource issues. <br /> I have over 35 years of experience in this field and have provided consulting services to <br /> many organizations. I believe I am fully qualified to deal with the issues discussed. I can <br /> offer my services at a flat rate or if preferred at an hourly rate. My normal rate for <br /> services is $125.00 per hour and for Non-Profits and Municipalities$70.00 per hour. <br /> Given my experience with the City, I am willing to provide these services at$50.00. The <br /> flat rate proposal is based on my best estimate for each of the projects outlined. I am <br /> willing to do both projects or if you would prefer either individually. The rates are <br /> independent. <br /> If required,I can prepare a formal contract but usually these are not necessary. Your <br /> word is OK with me. <br /> Project#1 <br /> Performance Assessment System <br /> It would be my intent to design and develop a Performance Assessment System specific <br /> to the employees and managers of <br /> the City. This would be a comprehensive system that would address a broad range of <br /> topics. Included in this project will <br /> be a training module for all managers and other City officials. This training would cover <br /> two sessions of two and a half hours each. I can conduct these at any time that is <br /> convenient. The subjects would be: Preparation for the review process, Conducting the <br /> review,Performance Improvement,Performance Issues,Discipline and Termination <br /> process. I would ask that the City cover the costs of participant materials(estimated to be <br /> about$5.00 per person). My proposal projects that the development time would require <br /> about 5.0 hours and the training(preparation and presentation)would require 13 hours. It <br /> would be my intention to provide you or another City staff person with the tools to <br /> present these materials to future new hires. This would be a total of 18 hours for a fixed <br /> fee of $900.00 <br /> Project#2 <br /> Compensation System <br /> This would be the development of a compensation system for each of the various work <br /> groups within the city. This would be developed in a manner that is consistent with other <br /> municipal programs and would meet all State of Minnesota Guidelines. It would be my <br /> intention to prepare a draft of the plan, which would be related to a Compensation <br /> Philosophy that would be approved by the City Council. That would be the basis for <br /> future updates to the program which would keep the plan current with the marketplace for <br /> these jobs.
