The city can <br /> certainly place conditions upon improvement of the road within the plat(built to city specs and blacktop). My <br /> understanding is that the public road that provides access to the pine vista plat is a platted road that is maintained <br /> by the City. It sounds as though the condition of this road is less than desirable. The option for the City is to <br /> decide what method it will use to improve this section of road, i.e. through an assessment or a bond or some <br /> combination of the two. I would recommend that the city consider adopting a master road plan and road <br /> standards with a policy outlining how the road improvements will be paid. I am assuming that there may be future <br /> plats that have this same issue that the City will need to confront.
