It varies depending on the direction coming into town,but it appears that roughly half of the <br /> trips are thru trips (less than 10 minutes) while roughly the other half are either extended <br /> through trips (10 minutes to 1 hour) or local traffic (greater than 1 hour). <br /> Thus,while local people that use the highway have one perspective,there is a whole other <br /> group out there that does not live in this area that has another perspective of what the <br /> highway should be like. <br /> Therefore, this highway needs to be designed to allow the thru trips to safely get"in and <br /> out"without causing undue congestion or safety problems for the local trips. <br /> 11. Items 12 through 33 were reviewed at the March 23, 2005 Special Council Meeting. <br /> West Lake Street - West Woodman Street {1 block} <br /> 34. On the west side, even though there are no accesses being closed along the highway, <br /> MnDOT reviewed the situation, including the safety of routing traffic past the school, and <br /> agreed to pay for a standard 32-foot wide, ditch-lined, 10-ton service road. <br /> The City in turn needs to acquire the R/W and, if they so desire, pay for a street section <br /> `above' the standard 32-foot ditch-lined roadway. <br /> The Committee has reviewed MnDOT's present layout in this area and recommends that <br /> the roadway shown in this area(West Lake to West Woodman)be constructed utilizing an <br /> urban, curb and gutter design. This may result in additional City costs on the project. <br /> The Committee recommends a rural, ditch-lined, section for this roadway South of West <br /> Lake Street. <br /> It was pointed out that there is some City storm sewer at the intersection of 2nd Street and <br /> West Woodman Street that MnDOT will need to account for during design. <br /> The Committee understands that Lake State Bank has bought the two Byers' houses (one or <br /> both may be within this proposed R/W corridor). <br /> Depending on traffic volumes north-south along this new road and east-west on West Lake <br /> Street and West Woodman Street, there may need to be either two-way or four-way stop <br /> sign conditions at these two intersections. <br /> JAI30PQLAK\025-MnDOT TH371 Improvements\Meetings\071905 Council Workshop update-memo.doc <br />
