WIDSETH SMITH S MOLTING April 20, 2005 Honorable Mayor and Council Members City of Pequot Lakes 4638 County Road 11 Pequot Lakes, MN 56472-0361 RE: Proposal for Engineering Services Proposed McGill Street and Evenson Road Improvements Pequot Lakes, MN Honorable Mayor and Council Members: Based on recent conversations with the City's Street Superintendent Mike Loven,we understand that the City of Pequot Lakes is considering the construction of McGill Street. Presently, McGill Street exists as a passable, yet unimproved roadway on platted City right-of-way. The City is proposing construction and paving of this roadway, utilizing a rural (ditches in lieu of storm sewer, curb, and gutter)design. We also understand that the City of Pequot Lakes is considering the paving of Evenson Road. This road is presently unpaved, and contains a section with a long continuous downhill grade where stormwater runoff may be a concern if paved. The City is proposing constructing an improved aggregate base and paving this roadway with provisions for some control of stormwater runoff. WSN proposes the following scope of services to assist the City in completing the above work: McGill Street Improvements Utilizing aerial mapping of the area in lieu of field surveys, we will prepare a construction plans for McGill Street including: • Plan and profile sheets • Existing and proposed roadway cross sections • Statement of estimated quantities • Construction specifications • Typical roadway sections • Temporary erosion control and permanent restoration plans We will also assist the City in obtaining a stormwater permit, including preparation of a storm water pollution prevention plan (SWPPP). We will obtain utility information for the proposed project via a Gopher State One-Call design locate and show this information on the construction plans. We have included time in our estimate to provide one set of roadway subgrade stakes during the construction phase of the project.
