I <br /> i <br /> SUMMARY AND RECOMMENDATIONS <br /> As a result of this study,we have determined that: <br /> + The natural low spot located north of Marshall Street and east of Pequot <br /> Boulevard is capable of holding the stormwater runoff that presently flows to it. <br /> Should this area become fully developed, this natural low spot will have capacity <br /> in excess of the increased flow, and could probably hold additional runoff from <br /> drainage areas to the north and south. <br /> + To divert/direct stormwater runoff to this natural low spot from any one of these <br /> three drainage areas will involve some combination of storm sewer piping, curb <br /> and gutter,and probably street improvements. <br /> +fi <br /> + There are two property owners and a portion of unimproved Right-of-Way that <br /> would be impacted by such a proposed infiltration basin. <br /> There are wetland regulations to be considered prior to diverting additional <br /> stormwater runoff to this basin. <br /> As a result of these findings, we recommend that the City of Pequot Lakes: <br /> + Review this report, all the possible issues involved, and all the comments to date <br /> and first determine if the City wants to take the step to control stormwater runoff <br /> in this area of the City. <br /> + If so,initiate discussions with the affected property owners about acquiring fee <br /> title or easement to their properties for the proposed infiltration basin. <br /> + Document these discussions in case the City eventually needs to pursue` <br /> condemnation/eminent domain actions. <br /> + Determine if an environmental assessment is needed to review any possible <br /> contamination of this natural low area(it has been mentioned in the past by a <br /> property owner in the area)before entering into any easement or acquisition <br /> agreement. <br /> + Address possible wetland impacts with regulatory agencies. <br /> + Eventually design storm drainage and street improvements to get runoff to this <br /> proposed basin in a controlled manner. <br /> Page 8 of 8 <br /> 130B029 <br />
