This is an opportunity to implement a portion of the Comprehensive Plan. We would be <br /> seeking to work with the groups to determine what basic standards should be, what, if <br /> anything, should be mandated and what should be voluntary, how standards should be <br /> implemented, etc... <br /> Establishment of a municipal parking strategy in the downtown. (Short-term <br /> strategy from Comprehensive Plan) <br /> Again, another opportunity to implement a strategy of the Comprehensive Plan. A <br /> parking strategy is going to be essential to any successful buildout of the downtown, so <br /> we have included it as part of the plan. <br /> An implementation plan including areas of coordination with other municipal, <br /> state or county projects, estimated costs and timelines. <br /> This is going to be the part of the plan where we actually determine how to accomplish <br /> the vision. We are going to do an estimate of increased tax revenue from redevelopment <br /> and balance that with expenses the City will incur to induce the redevelopment. We are <br /> going to look at how we can leverage the monies being spent around us on various <br /> projects. We are going to provide some timelines and benchmarks for decision-making <br /> and monitoring success. <br /> We understand that there may have been some additional questions. These include: <br /> What is the downtown? <br /> We generally refer to the area two blocks west and three blocks east of the Trail Park as <br /> the "downtown", although the Future Land Use map extends the "Downtown Mixed- <br /> Use" area beyond this. We are going to refrain from providing a rigid definition and <br /> instead defer to the working groups for their own input on what should be included in the <br /> "downtown". <br /> Why redevelopment? This sounds like a negative word? <br /> Redevelopment is a healthy and positive word that represents the phenomenon we have <br /> seen along Government Drive. The data supports the conclusion that there is some <br /> market imbalance in these areas and that rising property value will induce additional <br /> redevelopment. This is not a highway development plan where we are seeking to <br /> develop raw land. Instead, these are areas that have already been developed and have <br /> existing infrastructure in place. <br /> What is the time frame for completion? <br /> Our original proposal estimated completion in the "early summer of 2005. " Even if we <br /> were to begin immediately, this is no longer a feasible timeframe. <br />
