I have spoken with Dawn Bittner, who relayed <br /> some of your questions, and I have also met with the Mayor and Councilor Bolz- <br /> Andolshek. It is my hope to address your questions in this memo. I ask that you please <br /> contact me directly at 218-828-3064 or by email at marohn@communitygrowth.net if <br /> you have any lingering questions. <br /> From our original proposal, the following is excerpted: <br /> A Downtown Master Plan will include the following. <br /> Meetings with downtown business and property owners to create a common <br /> vision for how the downtown should be developed <br /> An examination of the City's zoning strategies and land use regulations in <br /> relation to the developed vision. <br /> An evaluation of the impacts of improvements to TH 371 and CSAH 11. <br /> Development of a strategy to capitalize on the improvement projects. <br /> Concept drawings of proposed improvements or themes. <br /> Development of basic architectural design standards for all new developments <br /> and renovations of existing properties. (Short-term strategy from Comprehensive <br /> Plan) <br /> Establishment of a municipal parking strategy in the downtown. (Short-term <br /> strategy from Comprehensive Plan) <br /> An implementation plan including areas of coordination with other municipal, <br /> state or county projects, estimated costs and timelines. <br /> We would propose to begin the planning process immediately with completion estimated <br /> sometime in the early summer of 2005. The cost for preparation of the Downtown <br /> Master Plan would be$13,500. <br /> To provide more detail, we offer the following: <br /> Meetings with downtown business and property owners to create a common <br /> vision for how the downtown should be developed. <br /> Over five months, we anticipate holding twice-monthly meetings. The first meeting each <br /> month will emphasize economic development issues and focus on the downtown business <br />
